AN ACT MAKING AN APPROPRIATION FOR THE SUPPORT AND MAINTENANCE OF THE ALCORN STATE UNIVERSITY AGRICULTURAL PROGRAMS FOR FISCAL YEAR 1998.  

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State General Fund not otherwise appropriated, for the support and maintenance of the Alcorn State University Agricultural Programs for the fiscal year beginning July 1, 1997, and ending

June 30, 1998 $ 2,209,851.00.

SECTION 2. The following sum, or so much thereof as may be necessary, is hereby authorized for expenditure out of any special source funds which are collected by or otherwise become available, for the support and maintenance of the Alcorn State University Agricultural Programs for the fiscal year beginning July 1, 1997, and ending June 30, 1998 $ 2,009,316.00.

SECTION 3. Of the funds appropriated in Section 2, Two Million Nine Thousand Three Hundred Sixteen Dollars ($2,009,316.00) shall be derived from Education Enhancement Funds deposited pursuant to Section 27-103-203(1), Mississippi Code of 1972.

SECTION 4. Of the funds appropriated under the provisions of Sections 1 and 2, the following amounts, or so much thereof as may be necessary shall be expended for the purposes hereinafter set forth:

(a) For the support of the Small Farm Development Center at Alcorn State University, the sum of $ 524,349.00

Of the funds allocated to the Small Farm Development Center, the amount of One Hundred Twenty-five Thousand Dollars ($125,000.00) shall be used as authorized in Section 37-101-25, Mississippi Code of 1972, to provide financial assistance to small entrepreneurs.

(b) For the support of the Cooperative Extension Program services provided by Alcorn State University, the sum of

$ 448,119.00

(c) For the support of the Agriculture and Forestry Experiment Station services provided by Alcorn State University, the sum of $ 265,683.00

(d) For the support of the Swine Development Center, the sum of $ 254,477.00

(e) For the support of the Mississippi River Research Center services provided by Alcorn State University, for the sum

of $ 50,000.00

(f) For the support of the Small Farm Development Center and other agricultural activities and programs at Alcorn State University, the sum of $2,676,539.00

SECTION 5. No general funds authorized to be expended herein shall be used to replace federal funds and/or other special funds which are being used for salaries which are withdrawn and no longer available.

SECTION 6. It is the intention of the Legislature that the agency's budget request for fiscal year 1999 shall be submitted to the Joint Legislative Budget Committee in a format and level of detail comparable to the format and level of detail provided during the fiscal year 1998 budget request process.

SECTION 7. The money herein appropriated shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, or the proper Special Fund, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers, in the manner provided by law.

SECTION 8. This act shall take effect and be in force from and after July 1, 1997.
