AN ACT TO AUTHORIZE THE STATE FAIR COMMISSION, BY AND THROUGH THE DEPARTMENT OF FINANCE AND ADMINISTRATION, TO PURCHASE CERTAIN LAND LOCATED ON HIGH STREET, ADJACENT TO THE STATE FAIRGROUNDS, IN THE CITY OF JACKSON, MISSISSIPPI; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The State Fair Commission, by and through the Department of Finance and Administration, is authorized to purchase with any funds made available by the Legislature, or by other sources, and upon the conditions hereinafter set forth, certain land located on High Street, adjacent to the State Fairgrounds, in the City of Jackson, Mississippi. That certain land is more particularly described as follows:

PARCEL ONE

Lots Two (2), Three (3) and Six (6), Block B of Fair Ground addition, a subdivision of the City of Jackson, Mississippi, according to a map or plat thereof of record in the office of the Chancery Clerk of Hinds County, at Jackson, Mississippi, in Plat Book 1 at Page 71 thereof; being the same property conveyed by deed dated February 1, 1965 and recorded in Book 1822 at Page 120 of said records; SUBJECT however, to an Easement granted to the City of Jackson over and across a strip of land 10 feet wide off the north end of said property for street purposes.

PARCEL TWO

Lots Eighteen (18), Nineteen (19), and Twenty-two (22), LESS AND EXCEPT the North ten (10) feet of the above said Lots of Block "B", of Fairground Addition, a subdivision in the First Judicial District of Hinds County, Mississippi, according to the map or plat of said subdivision of record in Plat Book 1 at Page 71 of the records of the Chancery Clerk of Hinds County at Jackson, Mississippi, more particularly described as follows:

Commence at the Northwest corner of Lot 11 of the said Block "B" of Fairground Addition and run thence S 8N 46' 33" W, 10.0' along the Western line of the said Lot 11 to a point; run thence S 80N 57' 27" E, 150.0' along the present Southerly ROW line of High Street to an Iron Pin which marks the Western Line of the said Lot 18 and also marks the POINT OF BEGINNING for the parcel herein described; thence S 8N 46' 33" W, 100.0' along the said Western line of Lot 18 to the Southwest Corner of the said Lot 18; thence S 80N 57' 27" E, 150.0' along the Southern line of the said Lots 18, 19, and 22 to the Southeast corner of said Lot 22, thence N 8N 46' 33" E, 100.0' along the Eastern line of the said Lot 22 and the Western line of Greymont Street to an Iron Pin; thence N 80N 57' 27" W, 150.0' along the said present southerly ROW line of High Street to the POINT OF BEGINNING, containing 15,000 square feet more or less.

PARCEL THREE

Lots Eleven (11), Thirteen (13), Fourteen (14), Fifteen (15), Sixteen (16), and Seventeen (17) LESS AND EXCEPT the North ten (10) feet of Lots 7, 14, and 15 of Block "B", of Fairground Addition, a subdivision in the First Judicial District of Hinds County, Mississippi, according to the map or plat of said subdivision of record in Plat Book 1 at Page 71 of the records of the Chancery Clerk of Hinds County at Jackson, Mississippi, more particularly described as follows:

Commence at the Northwest corner of said Lot 11 of Block "B" of Fairground Addition and run thence S 8N 46' 33" W, 10.0' along the Western line of the said Lot 11 to the POINT OF BEGINNING for the parcel herein described; thence continue S 8N 46' 33" W, 100.0' along the said Western line of Lot 11 to the Southwest corner of the said Lot 11; thence S 80N 57' 27" E, 50.0' along the Southern line of the said Lot 11 to the Southeast corner of the said Lot 11; thence S 8N 46' 33" W, 110.0' along the Western line of the said Lot 13 to the Southwest corner of the said Lot 13; thence S 80N 57' 27" E, 150.0' along the Northern ROW line of Seville Street to the Southeast corner of the said Lot 17; thence N 8N 46' 33" E, 110.0' along the Eastern line of the said Lot 17 to the Northeast corner of the said Lot 17; thence N 80N 57' 27" W, 50.0' along the Northern line of the said Lot 17 to the Northwest corner of the said Lot 17; thence N 8N 46' 33" E, 100.0' along the Eastern line of Lot 15 to a point; thence N 80N 57' 27" W, 150.0' along the present South ROW line of High Street to the POINT OF BEGINNING.

(2) Consideration for the purchase of the above described property shall not exceed the average of the fair market price for such real property as determined by two (2) professional property appraisers selected by the Department of Finance and Administration and certified and licensed by the Mississippi Real Estate Appraiser Licensing and Certification Board.

SECTION 2. This act shall take effect and be in force from and after its passage.
