AN ACT TO REPEAL, ON JULY 1, 1998, ALL POWERS OF THE PUBLIC SERVICE COMMISSION WHICH PROHIBIT MARKET ENTRY IN ANY FORM; TO PROVIDE THAT AFTER JULY 1, 2000, THE PUBLIC SERVICE COMMISSION SHALL HAVE ONLY THE CERTAIN DUTIES AS PRESCRIBED IN THIS ACT; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. From and after July 1, 1998, all powers of the Public Service Commission which prohibit market entry in any form, are hereby repealed.

SECTION 2. From and after July 1, 2000, the Public Service Commission shall have no other duties other than:

(a) To assure technical engineering standards which assure safety; and

(b) To serve as the court of first jurisdiction for any accusation of civil or criminal antitrust violation against any energy utility company under the laws of this state.

SECTION 3. This act shall take effect and be in force from and after July 1, 1997.
