AN ACT TO DIRECT THE DEPARTMENT OF FINANCE AND ADMINISTRATION TO PREPARE A PLAN FOR ESTABLISHING A CENTRAL MOTOR POOL FOR STATE AGENCIES HAVING THEIR PRINCIPAL OFFICES IN THE CITY OF JACKSON; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The Department of Finance and Administration shall prepare a plan for establishing a Central Motor Pool of motor vehicles used by the agencies, departments and institutions of the state government having their principal offices in the City of Jackson and providing for branch Central Motor Pools at other locations within the state. The plan shall include recommendations concerning which agency or agencies should administer the Central Motor Pool and any branches thereof; the location of garage or storage facilities for the storage, maintenance and repair of motor vehicles in the Central Motor Pool and any branches thereof; the procedure for transferring to the Central Motor Pool and any branches thereof the motor vehicles presently owned by state agencies, departments and institutions; a policy regarding use of the motor vehicles in the Central Motor Pool and any branches thereof for travel by state officers and employees; and the manner in which state agencies, departments and institutions should reimburse the administering agency or agencies of the Central Motor Pool and any branches thereof for services provided. In addition, the plan shall include an estimate of the first-year costs of establishing and operating the Central Motor Pool and any branches thereof, and the anticipated future savings to the state of operating the motor pool and any branches thereof. Such plan shall be submitted to the Legislature prior to the beginning of the 1998 Regular Session.

SECTION 2. This act shall take effect and be in force from and after July 1, 1997.
