AN ACT TO AUTHORIZE THE GOVERNING AUTHORITIES OF THE TOWN OF ISOLA, HUMPHREYS COUNTY, MISSISSIPPI, FOR THE PURPOSES OF PROMOTING INDUSTRIAL AND ECONOMIC DEVELOPMENT IN HUMPHREYS COUNTY, TO CONTRIBUTE TO THE BELZONI-HUMPHREYS DEVELOPMENT FOUNDATION, INC., OR GOVERNMENTAL ENTITIES IN HUMPHREYS COUNTY, TO CONVEY BUILDINGS AND/OR LANDS OWNED BY THE TOWN TO BELZONI-HUMPHREYS DEVELOPMENT FOUNDATION, INC., OR GOVERNMENTAL ENTITIES IN HUMPHREYS COUNTY, AS THE GOVERNING AUTHORITIES DEEM WILL BEST PROMOTE EMPLOYMENT AND THE PUBLIC INTEREST, TO USE TOWN EQUIPMENT AND PERSONNEL IN THE DEVELOPMENT OF INDUSTRIAL PARKS DEVELOPED BY THE BELZONI-HUMPHREYS DEVELOPMENT FOUNDATION, INC., AND TO ADOPT ALL ORDERS, RESOLUTIONS AND ORDINANCES, AND DO AND PERFORM ALL OTHER ACTS AS MAY BE NECESSARY, REQUISITE OR DESIRABLE FOR CARRYING OUT THE PURPOSES OF THIS ACT; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The Governing Authorities of the Town of Isola, in their discretion, by resolution duly adopted and entered on their minutes, may:

(a) Contribute, out of any available funds, an amount not to exceed One Million Dollars ($1,000,000.00), in the aggregate, to the Belzoni-Humphreys Development Foundation, Inc., or to governmental entities in Humphreys County that the governing authorities may determine appropriate for the purpose of promoting industrial and economic development in Humphreys County, Mississippi. Such contribution may be paid in one (1) lump sum or in annual payments for fiscal years beginning on and after October 1, 1996;

(b) Lease, sell, convey or otherwise transfer to Belzoni-Humphreys Development Foundation, Inc., or to governmental entities in Humphreys County that will provide jobs for the citizens of Humphreys County, any buildings and/or lands owned by or purchased by the governing authorities, on such terms and conditions and with safeguards as the governing authorities deem will best promote employment and promote the public interest. Such leases, sales, conveyances or transfers may be made by quitclaim deed, warranty deed, lease, bill of sale, contract or other customary business instrument or form of lease or conveyance in the same manner and to the same extent that any private corporation, association or person may contract with reference to property of a similar nature;

(c) Use town equipment and personnel in the development of any industrial park developed by the Belzoni-Humphreys Development Foundation, Inc., including the construction and maintenance of roads and the installation of water and sewer lines, facilities and other equipment as may be necessary or desirable for the delivery of public utilities to buildings in such industrial parks; and

(d) Adopt all orders, resolutions and ordinances; execute such documents, contracts, leases, certificates, and indentures; and do and perform all other acts as may be necessary, requisite or desirable for carrying out the purposes of this act.

SECTION 2. This act shall take effect and be in force from and after its passage.
