AN ACT TO REQUIRE THE STATE DEPARTMENT OF EDUCATION TO PREPARE A REPORT ON THE SALARIES OF SCHOOL ADMINISTRATORS; TO SPECIFY CERTAIN INFORMATION TO BE INCLUDED IN THE REPORT; TO REQUIRE THE REPORT TO BE SUBMITTED TO THE MEMBERS OF THE LEGISLATURE BEFORE OCTOBER 1, 1997; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The State Department of Education shall prepare a report on the salaries of school administrators in the State of Mississippi. The report shall include, for the 1996-1997 school year, the following information for each school district:

(a) The annual salary and cost of fringe benefits paid from all sources of revenue to the school district superintendent, assistant superintendents, principals, assistant principals and any other central administration employees who, in the opinion of the State Department of Education, served in key administrative positions;

(b) The total dollar amount expended on administrators' salaries and fringe benefits;

(c) The percentage of the total budget of the school district dedicated to administrators' salaries and fringe benefits; and

(d) A comparison of the total dollar amount spent on administrators' salaries and fringe benefits with the total amount spent per pupil multiplied times the average daily attendance in the school district.

In addition, the report shall include a comparison of the average administrator's salary and cost of fringe benefits in Mississippi with the average salaries and, to the extent possible, like fringe benefits of persons in equivalent positions in each of the southeastern states.

The report on the school administrators' salaries shall be submitted by the department to the members of the Legislature before October 1, 1997.

SECTION 2. This act shall take effect and be in force from and after its passage.
