AN ACT MAKING AN APPROPRIATION TO THE DEPARTMENT OF FINANCE AND ADMINISTRATION FOR THE PURPOSE OF PROVIDING FUNDS TO LOCAL GOVERNMENTS TO DEFRAY THE COSTS OF MILITARY INSTALLATION CLOSURE, REALIGNMENT OR EXPANSION ACTIVITIES, FOR FISCAL YEAR 1998. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. The following sum, or so much thereof as may be necessary, is hereby appropriated out of any money in the State General Fund not otherwise appropriated, to the Department of Finance and Administration for the purpose of providing funds to local governmental units, or their designated agents, to defray the cost of military installation closure, realignment or expansion activities, for the fiscal year beginning July 1, 1997, and ending June 30, 1998 $250,000.00

SECTION 2. Of the funds appropriated under the provisions of Section 1, the Department of Finance and Administration may provide an amount not to exceed Thirty Thousand Dollars ($30,000.00) on a 50/50 matching basis to any one (1) local governmental unit, or its designated agent, per active duty installation to defray the costs associated with military installation closure, realignment or expansion activities. The local governmental unit, or its designated agent, shall have its books audited annually, within a period of thirty (30) days after the close of its fiscal year, by the State Auditor. The audit shall be performed in accordance with generally accepted auditing standards, and the financial statements shall be prepared in accordance with generally accepted accounting principles. The audit report shall include supplemental schedules of expenditures including, but not limited to, salaries, travel, legal fees and audit, showing for each individual expenditure: (a) to whom the expenditure was made, (b) the amount of expenditure and (c) an explanation of why the expenditure was made. The audit report shall be published within thirty (30) days after being received, in at least one (1) newspaper having general circulation in the city and/or county where the governmental unit is located.

SECTION 3. The money herein appropriated shall be paid by the State Treasurer out of any money in the State General Fund not otherwise appropriated, upon warrants issued by the State Fiscal Officer; and the State Fiscal Officer shall issue his warrants upon requisitions signed by the proper person, officer or officers, in the manner provided by law.

SECTION 4. This act shall take effect and be in force from and after July 1, 1997.
