AN ACT TO ALLOW THE USE OF ARTIFICIAL NOISEMAKERS AT COLLEGE AND UNIVERSITY FOOTBALL GAMES PLAYED WITHIN THE STATE OF MISSISSIPPI; AND FOR RELATED PURPOSES. 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MISSISSIPPI:

SECTION 1. Any artificial noisemaker or symbol traditionally associated with college or university football games such as cowbells, flags, band instruments, shakers, horns, bells or cannons shall not be prohibited for use by individuals during college or university football games played within the state. However, university or health department officials may prohibit use of such artificial noisemakers if they deem them to be a severe risk or health hazard to individuals. Nothing in this act shall be construed to prohibit football game officials such as referees or umpires from penalizing football teams for the disruptive or improper use of such artificial noisemakers.

SECTION 2. This act shall take effect and be in force from and after July 1, 1997.
