Title: AN ACT TO AUTHORIZE THE ISSUANCE OF STATE GENERAL OBLIGATION BONDS TO PROVIDE FUNDS FOR THE CONSTRUCTION, OPERATION AND MAINTENANCE OF A STATEWIDE WIRELESS COMMUNICATIONS SYSTEM; TO LIMIT THE AMOUNT OF BONDS THAT MAY BE ISSUED DURING CERTAIN STATE FISCAL YEARS; TO PROVIDE THAT A CERTAIN PORTION OF THE MONIES EXPENDED FOR SUCH PURPOSES DURING ANY FISCAL YEAR MUST BE EXPENDED WITH COMPANIES THAT ARE SMALL BUSINESS CONCERNS OWNED AND CONTROLLED BY SOCIALLY AND ECONOMICALLY DISADVANTAGED INDIVIDUALS; AND FOR RELATED PURPOSES.
