Title: AN ACT TO AMEND SECTION 27-51-41.1, MISSISSIPPI CODE OF 1972, TO CLARIFY THE DEFINITION OF THE TERM "TRAILER" FOR PURPOSES OF AN AD VALOREM TAX EXEMPTION; TO PROVIDE THAT THE REVENUE FROM AD VALOREM TAXES FOR SCHOOL DISTRICT PURPOSES THAT ARE LEVIED UPON LIQUEFIED NATURAL GAS TERMINALS AND CRUDE OIL REFINERIES SHALL BE DISTRIBUTED TO ALL PUBLIC SCHOOL DISTRICTS IN THE COUNTY IN WHICH THE FACILITIES ARE LOCATED IN THE PROPORTION THAT THE AVERAGE DAILY ATTENDANCE OF EACH SCHOOL DISTRICT BEARS TO THE TOTAL AVERAGE DAILY ATTENDANCE OF ALL SCHOOL DISTRICTS IN THE COUNTY; TO AMEND SECTION 37-57-1, MISSISSIPPI CODE OF 1972, IN CONFORMITY THERETO; TO AMEND SECTION 27-33-19, MISSISSIPPI CODE OF 1972, TO INCLUDE WITHIN THE DEFINITION OF "HOME" OR "HOMESTEAD" UNDER THE HOMESTEAD EXEMPTION LAW THE PORTION OF A BUILDING THAT IS LISTED ON THE NATIONAL REGISTER OF HISTORIC PLACES THAT IS USED SOLELY FOR THE RESIDENCE OF A FAMILY GROUP WHEN THE BUILDING IS OWNED BY THE HEAD OF THE FAMILY AND NOT MORE THAN 10 ROOMS IN THE BUILDING ARE RENTED TO TRANSIENT GUESTS; TO AUTHORIZE THE BOARD OF SUPERVISORS OF ANY COUNTY AND THE GOVERNING AUTHORITIES OF ANY MUNICIPALITY TO GRANT AN EXEMPTION FROM AD VALOREM TAXES, EXCEPT TAXES FOR SCHOOL DISTRICT PURPOSES, ON MOTOR VEHICLES OWNED BY RESIDENTS OF THIS STATE WHO ARE SERVING ON ACTIVE DUTY PURSUANT TO MILITARY ORDERS IN IRAQ OR AFGHANISTAN; TO AUTHORIZE THE STATE TAX COMMISSION TO ADOPT AND PROMULGATE RULES AND REGULATIONS TO ADMINISTER AND IMPLEMENT SUCH PROVISIONS OF THIS ACT; AND FOR RELATED PURPOSES.
