Title: AN ACT TO CREATE THE MISSISSIPPI JUVENILE DELINQUENCY PREVENTION ACT OF 2006; TO AMEND SECTION 43-21-201, MISSISSIPPI CODE OF 1972, TO REQUIRE THAT YOUTH COURT-APPOINTED ATTORNEYS RECEIVE TRAINING IN JUVENILE JUSTICE ISSUES; TO AMEND SECTION 43-21-301, MISSISSIPPI CODE OF 1972, TO PROHIBIT THE HOLDING OF A STATUS OFFENDER IN DETENTION FOR LONGER THAN 24 HOURS BEFORE SUCH AN OFFENDER HAS HAD HIS OR HER INITIAL COURT APPEARANCE; TO AMEND SECTION 43-21-311, MISSISSIPPI CODE OF 1972, TO PROVIDE THAT CERTAIN RIGHTS SHALL BE READ TO A CHILD WHEN HE OR SHE IS TAKEN INTO CUSTODY; TO AMEND SECTION 43-21-321, MISSISSIPPI CODE OF 1972, TO REQUIRE CERTAIN MINIMUM DETENTION STANDARDS FOR JUVENILE DETENTION FACILITIES; TO AMEND SECTION 43-21-605, MISSISSIPPI CODE OF 1972, TO CREATE A STUDY COMMITTEE TO ANALYZE WHAT ENTITY SHOULD PROVIDE EDUCATIONAL SERVICES TO YOUTH IN DETENTION CENTERS; TO AMEND SECTION 43-27-201, MISSISSIPPI CODE OF 1972, TO REQUIRE THAT ADOLESCENT OFFENDER PROGRAMS PROVIDE CERTAIN SERVICES; TO ESTABLISH THE YOUTH COURT INCARCERATION ALTERNATIVES FUND; TO ESTABLISH THE TONY GOBAR JUVENILE JUSTICE ALTERNATIVE SANCTION GRANT PROGRAM; AND FOR RELATED PURPOSES.
