Title: A CONCURRENT RESOLUTION SUSPENDING THE DEADLINES FOR THE PURPOSE OF REQUESTING THE DRAFTING, AND THE INTRODUCTION, CONSIDERATION AND PASSAGE, OF A BILL ENTITLED "AN ACT TO AMEND SECTION 3-3-7, MISSISSIPPI CODE OF 1972, TO PROVIDE THAT DURING FISCAL YEARS 2006 AND 2007, THE STATE OF MISSISSIPPI SHALL NOT PAY THE SALARIES AND FRINGE BENEFITS FOR STATE EMPLOYEES, EMPLOYEES OF THE STATE UNIVERSITIES AND EMPLOYEES OF THE PUBLIC COMMUNITY OR JUNIOR COLLEGES WHO ARE ABSENT FROM WORK ON ANY LEGAL HOLIDAY EXCEPT FOR THANKSGIVING DAY AND CHRISTMAS DAY; TO AMEND SECTION 37-9-24, MISSISSIPPI CODE OF 1972, TO REDUCE BY FOUR DAYS THE MINIMUM NUMBER OF CONTRACT EMPLOYMENT DAYS FOR PUBLIC SCHOOL TEACHERS DURING THE 2005-2006 AND 2006-2007 SCHOOL YEARS, AND TO PROVIDE THAT TEACHERS' CONTRACTS SHALL NOT PROVIDE FOR MORE THAN A TOTAL OF THREE PROFESSIONAL DEVELOPMENT DAYS, STAFF DEVELOPMENT DAYS OR WORK DAYS IN ADDITION TO THE CLASSROOM INSTRUCTION DAYS; TO AMEND SECTION 37-19-7, MISSISSIPPI CODE OF 1972, TO REVISE THE MINIMUM SALARY SCALE AND THE ANNUAL INCREMENT SCALE FOR PUBLIC SCHOOL TEACHERS DURING THE 2005-2006 AND 2006-2007 SCHOOL YEARS TO REFLECT THE REDUCTION IN THE NUMBER OF CONTRACT EMPLOYMENT DAYS FOR TEACHERS; TO AMEND SECTION 37-21-7, MISSISSIPPI CODE OF 1972, TO PROVIDE THAT DURING FISCAL YEARS 2006 AND 2007, THE AMOUNT OF STATE FUNDING PROVIDED TO PUBLIC SCHOOL DISTRICTS FOR EMPLOYING ASSISTANT TEACHERS SHALL BE REDUCED BY THE AMOUNT OF FUNDS THAT WOULD BE NECESSARY TO PAY ASSISTANT TEACHERS FOR FOUR DAYS DURING THE SCHOOL YEAR; TO REVISE THE MINIMUM SALARY SCALE FOR ASSISTANT TEACHERS DURING THE 2005-2006 AND 2006-2007 SCHOOL YEARS TO REFLECT THE REDUCTION IN THE NUMBER OF DAYS FOR WHICH STATE FUNDING WILL BE PROVIDED FOR ASSISTANT TEACHERS; TO PROVIDE THAT DURING FISCAL YEAR 2006, FROM THE AGGREGATE AMOUNT OF FUNDS THAT OTHERWISE WOULD HAVE BEEN EXPENDED TO PAY THE SALARIES AND FRINGE BENEFITS FOR STATE EMPLOYEES, EMPLOYEES OF THE STATE UNIVERSITIES AND EMPLOYEES OF THE PUBLIC COMMUNITY OR JUNIOR COLLEGES FOR THE LEGAL HOLIDAYS ON WHICH THEY ARE ABSENT FROM WORK, TO PAY PUBLIC SCHOOL TEACHERS FOR A TOTAL OF FOUR PROFESSIONAL DEVELOPMENT DAYS, STAFF DEVELOPMENT DAYS OR WORK DAYS DURING THE SCHOOL YEAR AND TO PAY ASSISTANT TEACHERS FOR FOUR DAYS DURING THE SCHOOL YEAR, THE LEGISLATURE SHALL APPROPRIATE SUCH AMOUNTS AS ARE NECESSARY TO PAY THE AMOUNT OF THE INCREASE IN THE HEALTH INSURANCE PREMIUM UNDER THE STATE AND SCHOOL EMPLOYEES HEALTH INSURANCE PLAN AND THE AMOUNT OF THE INCREASE IN THE EMPLOYER'S CONTRIBUTION TO THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM FOR EACH OF THOSE PERSONS; TO PROVIDE THAT IF THERE IS ANY EXCESS IN THE AGGREGATE AMOUNT OF FUNDS THAT OTHERWISE WOULD HAVE BEEN EXPENDED FOR THOSE PURPOSES AFTER APPROPRIATION TO PAY THE INCREASES IN THE HEALTH INSURANCE PREMIUM AND THE EMPLOYER'S CONTRIBUTION TO THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM, THE LEGISLATURE SHALL APPROPRIATE THE REMAINDER OF THAT AMOUNT TO THE DEPARTMENT OF MENTAL HEALTH FOR OPERATION OF THE MENTAL HEALTH CRISIS CENTERS IN THE STATE; AND FOR RELATED PURPOSES."
