Title: AN ACT TO CREATE THE PHARMACY BENEFIT MANAGEMENT REGULATION ACT; TO PROVIDE DEFINITIONS; TO REQUIRE THAT PHARMACY BENEFIT MANAGERS RECEIVE A LICENSE FROM THE COMMISSIONER OF INSURANCE AND A CERTIFICATE OF AUTHORITY FROM THE STATE BOARD OF PHARMACY BEFORE OPERATING IN THIS STATE; TO REQUIRE THE FILING OF CERTAIN ANNUAL STATEMENTS; TO PROVIDE FOR FINANCIAL EXAMINATIONS; TO PROVIDE FOR CERTAIN ASSESSMENTS AND FEES; TO PROVIDE THAT CONTRACTS BETWEEN PHARMACIES AND PHARMACY BENEFIT MANAGERS SHALL BE FILED WITH THE COMMISSIONER OF INSURANCE BEFORE EXECUTION; TO PROVIDE FOR ENFORCEMENT; AND FOR RELATED PURPOSES.
