Title: AN ACT TO AUTHORIZE THE ISSUANCE OF GENERAL OBLIGATION BONDS OF THE STATE OF MISSISSIPPI FOR THE PURPOSE OF PROVIDING FUNDS FOR CAPITAL IMPROVEMENTS AT ALCORN STATE UNIVERSITY, JACKSON STATE UNIVERSITY AND MISSISSIPPI VALLEY STATE UNIVERSITY; TO PROVIDE THAT THE PROCEEDS OF THE BONDS SHALL BE ALLOCATED EQUALLY AMONG SUCH INSTITUTIONS OF HIGHER LEARNING AND USED TO PAY THE COSTS OF CAPITAL IMPROVEMENTS AT EACH INSTITUTION AS DETERMINED APPROPRIATE BY THE RESPECTIVE PRESIDENT OF EACH INSTITUTION OF HIGHER LEARNING; AND FOR RELATED PURPOSES.
