Title: AN ACT TO FACILITATE THE TRANSITION OF FEDERAL FUNDING FOR MEDICAID TO A BLOCK GRANT PROGRAM; TO AMEND SECTION 43-13-103, MISSISSIPPI CODE OF 1972, TO PROVIDE FOR A TRANSITIONAL PERIOD ENDING JUNE 30, 2001, IN WHICH ALL ELIGIBILITY RULES AND SERVICES PROVIDED SHALL BE THOSE IN EFFECT ON JANUARY 1, 2000, AND TO AUTHORIZE THE OFFICE OF THE GOVERNOR TO RECEIVE AND EXPEND FEDERAL BLOCK GRANT FUNDS FOR THE STATEWIDE MEDICAL ASSISTANCE PROGRAM; TO AMEND SECTION 43-13-105, MISSISSIPPI CODE OF 1972, TO CONFORM CERTAIN DEFINITIONS TO THE "BLOCK GRANT" LANGUAGE; TO AMEND SECTIONS 43-13-111, 43-13-115, 43-13-117 AND 43-13-133, MISSISSIPPI CODE OF 1972, IN CONFORMITY THERETO; TO BRING FORWARD FOR PURPOSES OF AMENDMENT SECTION 43-13-139, MISSISSIPPI CODE OF 1972, WHICH PROVIDES FOR THE DISCONTINUATION OF STATE FUNDING UPON THE DISCONTINUANCE OF FEDERAL MATCHING FUNDS FOR OPTIONAL RECIPIENT GROUPS UNDER THE MEDICAID PROGRAM; TO ESTABLISH A MEDICAID BLOCK GRANT TRANSITION TASK FORCE TO CONDUCT A STUDY ON BLOCK GRANTS AND THE NEEDS OF CITIZENS FOR SERVICES, TO PROVIDE OVERSIGHT FOR THE TRANSITION TO A MEDICAID BLOCK GRANT PROGRAM, AND TO MAKE RECOMMENDATIONS TO THE 2001 LEGISLATURE ON PROGRAM DEFINITIONS AND SERVICE DELIVERY MECHANISMS; AND FOR RELATED PURPOSES.
