Title: AN ACT ENTITLED THE MISSISSIPPI STUDENT ACHIEVEMENT IMPROVEMENT ACT OF 1999; TO AMEND SECTION 37-16-7, MISSISSIPPI CODE OF 1972, TO AUTHORIZE STUDENT ASSESSMENT STANDARDS FOR STUDENT PROMOTION AND GRADUATION IN THE PUBLIC SCHOOLS; TO AMEND SECTION 37-17-6, MISSISSIPPI CODE OF 1972, TO DEFINE STANDARDS FOR THE IMPLEMENTATION OF A PERFORMANCE-BASED ACCREDITATION SYSTEM FOR INDIVIDUAL SCHOOLS AND SCHOOL DISTRICTS BY THE STATE BOARD OF EDUCATION, TO REQUIRE ANY SCHOOL DISTRICT UNDER A CONSERVATORSHIP TO REIMBURSE THE STATE DEPARTMENT OF EDUCATION FOR THE SALARY AND OTHER ACTUAL COSTS RELATED TO THE DUTIES OF THE CONSERVATOR, TO AUTHORIZE THE STATE BOARD OF EDUCATION TO INITIATE AND MAKE DECISIONS REGARDING THE OPERATION OF SCHOOLS AND SCHOOL DISTRICTS UNDER A CONSERVATORSHIP, TO CLARIFY THE AUTHORITY OF THE CONSERVATOR, TO DELETE CERTAIN REFERENCES TO LEVEL I AND LEVEL II SCHOOL DISTRICTS AND TO REQUIRE THE STATE BOARD OF EDUCATION TO RECOMMEND TO THE HOUSE AND SENATE EDUCATION COMMITTEES A PROGRAM FOR IDENTIFYING AND GRANTING FINANCIAL INCENTIVES TO SCHOOLS THAT IMPROVE; TO AMEND SECTION 37-17-13, MISSISSIPPI CODE OF 1972, TO CLARIFY THAT THE STATE BOARD OF EDUCATION SHALL HAVE ALL POWERS OF THE PREVIOUSLY EXISTING SCHOOL SUPERINTENDENT IN CASES WHERE THE SCHOOL DISTRICT HAS BEEN ABOLISHED DUE TO A STATE OF EMERGENCY AND IN CONFORMITY; TO AMEND SECTION 25-9-120, MISSISSIPPI CODE OF 1972, TO AUTHORIZE THE STATE BOARD OF EDUCATION TO ENTER INTO LONG-TERM CONTRACTS FOR STUDENT ASSESSMENT; AND FOR RELATED PURPOSES.
