SHALL INCLUDE NON-PUBLIC COMMUNITY AND SENIOR COLLEGES LOCATED IN MISSISSIPPI, AND TO PROVIDE THAT TUITION PAYMENTS TO SUCH NON-PUBLIC INSTITUTIONS UNDER THE PROGRAM SHALL BE THE AVERAGE TUITION AND FEES CHARGED BY THE PUBLIC INSTITUTIONS OF HIGHER EDUCATION; AND FOR RELATED PURPOSES.
