Title: AN ACT TO CREATE A TEACHER INCENTIVE LOAN PROGRAM TO ATTRACT AND RETAIN QUALIFIED TEACHERS FOR THOSE GEOGRAPHICAL AREAS OF THE STATE WITH CRITICAL SHORTAGES OF TEACHERS; TO PROVIDE THAT THE STATE DEPARTMENT OF EDUCATION AND THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING SHALL ADOPT STANDARDS FOR QUALIFYING FOR LOAN SCHOLARSHIPS UNDER THE PROGRAM; TO PROVIDE THAT THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING SHALL ADMINISTER THE FUNDS FOR THE PROGRAM AND SHALL DISTRIBUTE THE SCHOLARSHIP AWARDS; TO PROVIDE THAT THE AMOUNT OF THE SCHOLARSHIP LOANS SHALL BE ONE THOUSAND DOLLARS PER STUDENT PER ACADEMIC YEAR; TO PROVIDE THAT SCHOLARSHIP LOANS AWARDED UNDER THE PROGRAM SHALL CONVERT TO SCHOLARSHIP GRANTS IF A RECIPIENT CHOOSES TO TEACH IN A CRITICAL TEACHER SHORTAGE AREA AFTER GRADUATING FROM AN INSTITUTION; TO PROVIDE THAT THE BOARD OF TRUSTEES OF STATE INSTITUTIONS OF HIGHER LEARNING SHALL MAKE AN ANNUAL REPORT TO THE LEGISLATURE; AND FOR RELATED PURPOSES.
